$BILLDO is a utility token. Holding it does not mean owning Treasury bills or any other asset, and it pays nothing. Tokenising a security needs a legal structure, an issuer, a custodian, regulatory compliance and proof that the asset exists. None of that sits behind $BILLDO, and the site will not suggest otherwise.
